    An essential aspect of the political relations is represented by the relationbetween power and opposition, the power being in the meaning of this relationship thelegitimate capacity to impose its own will or to exert the authority, which reveals a relationof domination. The two socio-political entities, government and opposition, acts by its specificmeans and in a democratic system these ease the confrontation of ideas, solutions, opencompetition between political forces generating the alternation in power, as a result of theelectorate's will and political orientation.Generally, the power is assimilated to the force or capacity of constraint, whichsuggests that, from a certain perspective, the imposition of the political will.In the socio-political area, J.J. Rousseau in his "Social Contract" stated that the mostpowerful is not strong enough to always be the "master", if he does not transform the forceinto law and subjection into duty, so that the normative power shall emerge from a socialmorality stated by the law.     FPGA circuits are increasingly used in many fields: for rapid prototyping of new products (including fast ASIC implementation), for logic emulation, for producing a small number of a device, or if a device should be reconfigurable in use (reconfigurable computing). Determining if an arbitrary, given wide, function can be implemented by a programmable logic block, unfortunately, it is generally, a very difficult problem. This problem is called the Boolean matching problem. This paper introduces a new implemented algorithm able to map, both for area and performance, combinational networks using k-LUT based FPGAs.k-LUT based FPGAs, combinational circuits, performance-driven mapping.

    Research on the Influence of the Light and Sexing on Growth Performance and Slaughter Results at Young Quails from Mixed Baloteşti Population of Eggs-Meat

    The purposes of determining the influence of the light and sexing on growth performance and slaughter results atyoung quails from Balotesti population, was organized an experiment on 150 quails, betwen age of 28 and 70 days. The chicks were divided into two groups (control and experimental), and growth and slaughter performance were determined separately by sex. Have studied 2 lighting programs, a program of continous lighting with photoperiod duration of 16 hours (16 L + 8 N, control group) and a program with lighting with asymetric hours intervals with photoperiod duration of 16 hours (10L+2N+6L+6N, experimental group).Males and females from the experimental group were recorded average performance of growth high during the period 28 - 70 days. Live weight at age of 70 days was higher with 7.54 %, average weight gain was higher with 14.86 % and feed conversion rate was lower with 13.51 % at males from experimental group compared to males from the control group. Also, the live weight at the age of 70 days was higher with 18.09 %; average weight gain was higher with 35.12 %, while feed conversion rate was reduced with 30.08 % on females from the experimental group compared to females from the control group.The results of the slaughter at 70 days were superior in the caseof females from the both groups versus males. The average weight of the carcase was higher with 17.53 % in case of the females than that of males from the experimental group, and the carcase yield was 65.37 % at the females and 65.56 % for males. Also, the average weight of the carcase was higher with 5.08 % in case of females compared to that males from the control group, and the carcase yield was 64.20 % to females 66.70 % on males.Superior results recorded in the case of females and males from the experimental group recommended the program of lighting with asymmetric hours intervals in the growth of youth quail. Also, the higher slaughter results recorded in the case of females of the two groups recommended them in the meat production through a broiler of quail that combine advantages in the production of both males and females.Â

Modern technical capabilities for analyzing the molecular substrate of tumor genesis have revealed a large number of such factors. The latest studies point out the paramount importance of the integral bioelectric field as contrasted with molecular mechanisms in oncopathology. Clear evidence has emerged that the “decision” of a certain part of the body to develop a tumor depends on the bioelectric state of remote regions. In the light of these findings, it becomes obvious that the difficulties in solving the cancer problem are associated with a simplified approach focused only on molecular components. Conclusions: It can be assumed that the difficulties in solving the cancer problem are associated with a simplified approach, focused only on molecular components. It is difficult to identify clear differences between the blastomic and healthy cells, as they work according to the same biological principles, although differently expressed. Despite functioning with almost identical molecular components, tumor and healthy tissues differ significantly in the dynamics of growth and pattern formation. The above data indicates that the “decision” of a certain part of the body to develop a tumor depends on the bioelectric state of remote regions. In this context, the prognosis and treatment of malignant neoplasms can most likely be achieved not by local, genetargeting technology, but by methods for the detection of tumor signatures in the morphogenetic field of the organism

According to some researchers, carcinogens prevent formation of a single morphogenetic field and lead to the creation of separate bioelectric fields. It has been experimentally proved that the development of a tumor in a certain part of the body depends on the bioelectric state of the distant regions. Water is one of the important links between the morphogenetic field and molecular substrates. Due to the presence of hydrogen bonds in the aqueous media, specific structures can be formed that can receive, store and transmit information. Intracellular structured water can serve as a “transformer” of various types of energy for use in the life processes of cellular structures. It was found that normal biological tissues could be distinguished from hyperplastic and malignant ones by means of magnetic resonance image scan based on recording diverse reactions of water protons. Conclusions: the importance of a holistic bioelectric field in the development of tumor diseases is probably paramount. The development of a tumor in a certain part of the body depends on the bioelectric state of the distant regions. It is possible that carcinogens prevent formation of a single morphogenetic field and lead to the creation of separate bioelectric fields. A more in-depth study of the bioelectric and water constituents in patients with oncopathology will probably open up new facets of oncogenesis
